I don't equate passing bills with being a strong Speaker. I would take the opposite position. The ability to prevent sweeping legislation, like a horrible gun control or immigration bill, is the mark of strength. Most of what Congress does is harmful, so I'm happy when they do little. Nancy pushed through a pathetic health care bill - and did great harm.
