Full title: Carney: White House notified of IRS targeting tea party several weeks ago; Obama: I found out Friday
White House press secretary Jay Carney said in a press conference Tuesday that the White House was notified about the IRS targeting tea party groups several weeks ago. This comes a day after President Obama said he found out about it from news reports on Friday of last week.
During a press conference with British Prime Minister David Cameron on Monday, President Obama was asked about the IRS scandal. He responded, I first learned about it from the same news reports that I think most people learned about this. I think it was on Friday.
However, Carney said Tuesday that first a report had to be compiled by the IRSs inspector general and then when it was completed, it was passed on to the administration.
A notification is appropriate and routine and that is what happened and that happened several weeks ago, Carney said.

House and Senate aides said they were focusing on an Aug. 4, 2011, meeting in which the IRSs chief counsel appears to have conferred with agency officials to discuss the activities of a team in the Cincinnati field office that had been subjecting applications for tax-exempt status from Tea Party and other conservative groups to a greater degree of review than those from other organizations.
Under IRS rules, the agencys chief counsel, William J. Wilkins, reports to the Treasury Departments general counsel, and investigators want to determine if Wilkins took the issue out of the independent IRS to other parts of the Obama administration.

The U.S. Treasury Department has its first Senate-confirmed general counsel since George Madison stepped down last summer.
The Senate unanimously approved acting Treasury General Counsel Christopher Meade for the post. Meade joined the Treasury Department as principal deputy general counsel in March 2010, becoming acting general counsel in June. The Senate voted April 25 on Meades nomination.

Before coming to the Treasury Department, Meade was a New York-based partner at Wilmer Cutler Pickering Hale and Dorr, working in the firm’s litigation and securities departments, as well as its appellate and Supreme Court litigation group.

Role in Obama IRS Case
In February 2008 the IRS launched an investigation into a speech made by then-Sen. Barack Obama (D-Ill.) at Chicago's United Church of Christ. The IRS said the probe would determine whether the event was a violation of the rule that bars church participation in political campaigns.
The investigation was a serious matter for the church, as punishment for such an IRS violation can range from a hefty fine to a devastating revocation of tax-exemption status.
Obama’s speech, which he delivered months before announcing his presidential candidacy, focused on his personal journey in the Christian faith. United Church of Christ officials steadfastly defended their actions and said they took pains to make sure the event wasn't political.
After the IRS investigation was made public, the Washington, D.C., office of WilmerHale announced it would defend the United Church of Christ on a pro-bono basis. Wilkins and a colleague at the law firm were placed in charge of the high-profile case.
On May 13, 2008, the IRS closed the investigation into the speech with a formal letter declaring no laws were broken. The unusually quick resolution of the case was probably due, in part, to the skilled representation provided by Wilkins and others at WilmerHale.
