I am only guessing, but doesn’t the timing tie to the overturning of the citizen vote to ban gay marriage?
There’s a timeline of the litigation at the bottom of http://en.wikipedia.org/wiki/Same-sex_marriage_in_California . By March of 2011 the issue was in the federal court, with the state courts having run their course.
