She's entirely too thuggish to notice that it became a CRIME the minute someone in higher levels of management became aware of what was happening and failed to take action to REQUIRE SIGNIFICANT CHANGES.
After all, with IRS and other regulatory bodies it's not so much the facts on the ground as it is the appearance of the facts on the ground that results in an error turning into a disaster!
These processes used to control heavy work-flow that consists of case after stupid case day after day, year after year, are probably never going to be understood by the general public, and probably not even by people who need to learn about them to push an application through to approval!
The wise bureaucrat makes sure his procedures actually accomplish that which is required by law, but that they also look honest. Something that sorts Democrats here, Republicans there, Fascists over that away, and Commies under the table ~ might allow you to bring to bear your best people on those related cases, but it'll sure look fishy when they find out you gave someone a favor, or you dallied with someone else.
