The rot started at the White House.
Shulman was a major player along with the WH. It was an orchestrated effort that cut across federal agencies including the FBI, ATF, OSCA, EPA, etc. They focused their agency guns against the same targets. True the Vote is the epitome of such efforts. It is very chilling.
