Verizon is like a unorganized group of branches. There is loose organization and a bunch of buyouts that created the company. With a decentralized business model the gov probably had an easier time getting the message files from verizon than it would from AT&T

Mr.Gramnesty said the only thing they are interested in is the phone number of the caller and the phone number of him being called. So if you are Verizon calls an AT&T subscriber they have that AT&T subscriber. Unless they are lying about AT&T the only calls not monitored would be AT&T calling another AT&T.
