Doesn't seem like the death penalty in CA is much of a deterrent.

We have almost 700 scum on death row and I can’t remember the last time that number was reduced the way it’s supposed to be reduced.

Doesn't seem like the death penalty in CA is much of a deterrent.Texas is very active in putting criminals to death and yet people there still commit murder, don't they?
If you compare the murder rates of California and Texas you'd find that the two are comparable.
So, the conclusion to draw here is that the death penalty isn't a deterrent, period.
