How about allow the groom to just say, three times, “I Marry You, I Marry You, I Marry You”, to make it official.
This will then complement a future divorce law that I’m sure would follow.
I think that is the way it is already in Alaska.
My niece was married in Alaska maybe 10 years ago by her brother who is otherwise an ordinary cotton picker. He had no qualifications for conducting the ceremony.
He on the other hand was married in a church

This is a major development. At one time, unless they knew of your religious organization, they would make you jump through all kinds of hoops to officiate weddings.
If they want to issue illegal aliens driver’s licenses that are recognized only in DC, that’s fine. But keep them confined to driving in that jurisdiction.
This would not be unprecedented. When I got my first driver’s license (in NYS c. 1960) we were issued ‘junior licenses’ at 16 that were valid only in daylight and only in NYS, except for NYC. We could not drive to CT or NJ or PA or in NYC. It allowed us to get to work/school. If we took driver’s ed and got a certificate, at 17 we could drive at night but again, not in NYC or other jurisdictions.

In Las Vegas, you can get Elvis impersonators to officiate.
I think the main thing is a need to make sure the licensee is qualified to attest that both parties consented of free will.
