If Congress did not know this program was illegal.
How much of Congress would have to know? Is it okay if just the ELITE NOBLES such as Dick Durbin know or should the "average member" (as Durbin put it) know as well?

Rand Paul would be my weathervane on what congress should have known. I give him the highest marks for personal liberties and freedoms.
I have little faith in the rest of the professional ruling class.
