How can a terrorist (or anyone) use a disposable phone without a contract with a telephone company? Clue me in here. Is there a short term contract that is so short it doesn’t require identifying the user?

I’m serious. I don’t know the answer.

Go to wally world, buy a cheapo $19.99 clamshell dumb phone with cash. Buy a minutes card too, with cash. No contract.

Google "burn phone." You pay for the phone with a certain amount of calling time on it. There is no plan or accessories. Once used, it can be thrown away. TV shows always have criminals using them.
