The Internal Revenue Service is about to pay $70 million in employee bonuses despite an Obama administration directive to cancel discretionary bonuses because of automatic spending cuts enacted this year, according to a GOP senator.
Sen. Chuck Grassley of Iowa says his office has learned that the IRS is executing an agreement with the employees' union on Wednesday to pay the bonuses. Grassley says the bonuses should be canceled under an April directive from the White House budget office.

Aw, no big deal. It’s only taxpayer money. There’s an endless amount of that. Just wait until the new 16,000 IRS agents who will “enforce” Obamacare start getting their bonuses.
It must be all OK with the Obama, and his Democrats leading the country today, ‘cause their answer to this isn’t cut the bonus’s, cut the spending, but tax the subjects more.

That is an interesting question. I can tell you what has happened with bonuses and Medicaid, however.
There have been bonuses paid out to Medicaid and Medicare utilization specialists based on the amount of money they could return to the Medicare fund by scrutinizing records for deficiencies or perceived deficiencies. In this case, providers would sometimes pay amounts to them based on a decision concerning the cost effectiveness of defending the charges, I.e., would it take too much money and time to justify the amount under dispute. These Medicare reviewers were paid "bonuses", or one could refer to them as bounties, directly proportional to what they could recover from practitioners.
Now this is just speculation, perhaps informed speculation based on the Medicare example, but wouldn't it be interesting if IRS employees were being paid bounties to harass and collect from taxpayers in a similar model. It could be done in the spirit of government greed or to intimidate political opponents with bonuses paid to those who were the most ruthless.
Might be worth investigating.
