IMO, matters for two reasons:

1) Makes moist-finger-in-the-wind Pubbies feel less pressured to cut deals with him.

2) Makes mainstream press who is now P.O.-ed about him being spied on less likely to kick back into full cheerleader mode.

Actually, this matters big time. Barry is way off his script. The concept was to blame the Republicans for all things bad, beginning with the sequester, and build poll support for the Dems to where they could take the House in 2014. Then, the rest of his radical agenda could be rammed through in the last two years.

The scandals have derailed that plan. They are going to try to regain some momentum with gun control and global warming, but I don't think those dogs will hunt.
