Rand wants the Congress to “certify that the border is secure”

It SHOULD be the majority of the legislatures and Governors of the four southern border States that determine if their borders are secured.

Forty-six States represented in Congress don’t have to deal with the crime and expense that CA, AZ, NM and TX have to combat as a result of illegals crossing the border.

I tend to disagree that only four states are dealing with the problems associated in regarding to your statement. From here, the state am in well north of the border, the problems have been a drain on my state's treasury. It will grow; the drain on the treasury if this situation is made legal to do. The feds have ensured during this invasion the states have been forced to help with the bill for the invasion. Then there is the rule of law. When viewing D.C. and the law being dictated to the states it becomes a much larger problem than simply four states. I do however support, to some extent, your proposal. But with California already gone and New Mexico becoming old mexico once more, two of four states complying and enforcing the law would be useless if two other states are to continue their present methods, though New Mexico is doing some things which are encouraging. The overwhelming problem is though the feds are dictating to the states on the policy currently in place.

YES!

The states that have the most "skin in the game" should have a say in scoring the results. They CERTAINLY have to compensate for the downside of non-performance.
