Barry is a neighborhood bully who is an empty suit without the power of the government and press behind him. It is easy use Harry Reid, Pelosi and the press to beat up on Boehner and McConnell. It is easy to use the NSA to spy on political enemies and the IRS to harass them. It is difficult to go one on one with a man who is fearless, confident and against whom you have no power.
Putin has no fear of the US press, US public opinion, the federal bureaucracy, or Barry’s words. In fact he laughs at them. Barry’s community organizer “weapons” cannot work with Putin and Barry has eviscerated the US military so Putin doesn’t even fear it. By now Barry has even learned that appeasement doesn’t work, it just makes Putin laugh louder. Hence the decision to cancel the meeting.

I suspect it's well within the realm of possibility Putin knows one or two dirty little secrets about President You Didn't Know That courtesy of Soviet and/or Russian security forces.
