The only way to aid, assist and build up any thriving and sustainable settlement in the howling wasteland currently inhabited by Detroit is to
let Detroit finally drop dead.
Its obligations must be dissolved in bankruptcy. Its bloated and parasitic pensions must also die in that bankruptcy
A new city can arise. But the old municipal structures and obligations must be cleared away first.
Being compassionate doesn't mean enabling dependency and sloth. A real conservative would know this.

(I once saw a movie where only the police and military had guns. It was called 'Schindler's List'.)

Now, if they're talking about aiding and assisting Detroit with my money, right there's a problem.

Right, I wasn’t disagreeing. I’m just saying that after the city is dead, Repubs (or a whole new Conservative party *ahem*) would help it rise from the ashes with conservative principles. THAT would be an act of compassion.
