I disagree a bit with the article, based on some familiarity with a large black democrat run city.
Oh yes, there are taxes on all businesses and productive people to drive them out of the city. But I see very little flow of money from the rich to the poor.
Basically, these cities are poorly run, they deliver a mediocre and inefficient basket of city services. They are corrupt. They waste a LOT of resources on liberal schemes which accomplish nothing. Gender issues, gay issues, human rights commissions, etc.
I see no sign that the poor people are getting anything out of it. The welfare flows from the federal government.
I agree. I think such mayors make promises, explicit and implicit, of wealth distribution and do little to fulfill them...but then run things so poorly and corruptly that business and wealth flee.
