Before everyone freaks, in some school districts bus drivers are not allowed to physically intervene, and policy dictates they are to radio the incident in and wait for help.

If a bus driver physically engages a student, he/she will likely be brought up on assault charges. The School WILL NOT protect the bus driver in these cases and they will be terminate for violating policy.

You are correct.

Most employers fire employees who defend THEMSELVES against assault or robbery.

I am sure this bus driver did the best he could.
