Yes! That’s exactly what has happened. I can’t help but think that when it actually comes time for all of this to take effect, that they will somehow be exempted from all of this - with another waiver in some form or another.
my guess is they will point at businesses that haven’t joined the govt exchanges but still have “good” - relative term - plans, and say that in order to retain the best people - like certain key private businesses - they too need to offer cadillac plans out of the exchanges.
