"disrupt the balance in S.Asia"? What are the Chinese talking about? There is no balance in South Asia. India is 80% of the population and the majority of the land mass. It's economy dominates South Asia and it's military is commensurately large. Pakistan spends nearly 4 times as much % wise and still has a smaller military.
The Chinese guy means "disrupt the balance in South Asia"

While it might be good to have the Japanese rebuild their carrier fleet (and I don't agree with those who fear a return to WWII aggression), from my interaction with Japanese people, their culture is ingrained to turn away from war and military intervention (ditto for the Germans I've met)
Perhaps this is a hold-up of WWII, but the majority (at least by the polls) seem to have this. They would be good fighters I don't doubt, but getting the national will to do anything, even in defence, may be difficult
