Sure, they had resources in place, to get undercover Communists into all sorts of sensitive positions. Not to get openly professed, known defector Communists into sensitive positions. Why would the Soviets even bother to waste resources on a compromised asset that they knew was being monitored? The FBI was keeping tabs on Oswald, even weeks before the assassination.
You “activate” sleepers, assets that the enemy doesn’t know about, who can operate undetected. You don’t activate burned assets that are being tracked.
