It seems to me the driver is more involved than the non-shooting passenger, yet he’s charged with a lesser crime. Anybody know why?
Because he is giving the state evidence against the other two?

To my limited understanding of the process, it seems a little early for plea bargains. Are those normally set up before initial charges are filed?
