How about the Fact that he is a U.S. Citizen by birthright? Since he was never required to BECOME a citizen through a naturalization process, he is a Natural Born Citizen having been born to a U.S. Citizen. Even though that citizen was in fact living with her foreign born husband in Canada.
All your idiocy is academic and meaningless. He IS a Natural Born Citizen, just as any other person born anywhere in the World to a U.S citizen. Happens all the time, maybe every day!

Based on what law Jim? Tell us.
Naturalization statute may assign citizenship at any point. It may be at birth; or upon the naturalization of the parent(s); or, for those after 18 years of age, upon completion of a process.
For example:
8 C.F.R. § 301-309 Nationality at Birth and by Collective Naturalization collectively naturalizes classes of persons and assigns citizenship at birth.
8 C.F.R. § 310-348 Nationality Through Naturalization defines classes of persons who are eligible and a process by which eligible individuals naturalize.

There are only two kinds of US Citizens: those who become citizens (they are "naturalized") after birth, or those who are citizens due to circumstances at birth ("natural born").
