Would your opinion on the eligibility of Ted Cruz in any way be swayed if you knew tha George Washinton, the Father of our Country, in 1790, the year after the Constitution was ratified, signed into law a provion which stated that the Children of Citizens born outside the United States are to be considered as Natural Born Citizens?

No, look to the words “considered as”. And don’t overlook that that Act. was repealed just five years later and that particular wording was changed to simply, “considered as citizens” and required that the U.S. citizen father of such a child be resident of the U.S..

In addition, no Act or law that has passed has amended the Article ll eligibility requirement. Even Barney Frank never suggested such a thing in each of the attempts he made/backed trying to amend the nbc clause out of our Constitution.
