Consider this: Mr. Obama made his dramatic Rose Garden statement Saturday — then headed to the golf course. Congress has no plans to cut short its 30-day vacation, and the president did not call lawmakers back. So much for urgency

As much as anything else, this puts the lie to all that rhetoric about atrocities and holding people accountable.

If anything, I expect unilateral action by Obama at some point in order to flood the airwaves and hide some breaking bad news. A "wag the Syria" campaign to cover bad economic, Benghazi, NSA, IRS, or FastandFurious news.

Of course there’s no urgency now. Now he has “given” the decision to Congress or essentially he is transferring the blame to Congress for whatever happens.

No matter what the fallout with Syria and in the region, he will blame Congress whether they agree to back his proposals or not. If things go great (right), he will take full credit.

The rest of the world, however, isn’t buying what he’s selling.
