Sacramento County, of which Elk Grove is a part, settled a lawsuit several years ago making the county effectively "shall issue". I don't know whether the present Sheriff is frustrating that settlement nor do I know how many have sought and received permits, but the chances of someone carrying in Sacramento County are probably much greater than in my county.
This 'shall issue' policy at the Sacramento Sheriff's Office turns out to be a tribunal vetting process (in person) where they toss your application out for anything they can dream up and only offer 300 unannounced 'interview request' slots every 3-6 months. If you're lucky enough to log onto their SSO website and get one of the slots before they disappear in 20 mins, you might have a slim chance of getting your CCW if the nice Sheriff's deputies can't find a way to deny your application.
This so-called 'shall issue' process sounds very much like trying to get a permit for a hunting rifle in Soviet-era East Germany.
So, back to the Elk Grove Wal-Mart beating: Slim to none on chances of a CCW carrier at the scene.
