If it weren’t updated at least daily, then I don’t see the point of it as advertising. I know the billboards around me are updated daily.
Possibly the buses were garaged and not expected to be sent out immediately.
If these actually are buses headed there, I wonder what the purpose could be. I don’t think there are enough employees there to need transportation (although who knows), so perhaps they are meant to be barriers to something?
