The obvious solution is to have separate events for the "Swimming in Your Burka" crowd. And, for sure, there needs to be separate records kept for Burka Swim Events since it is obvious that all that luggage is going to slow the swimmers down.
Makes sense to me. See the photo below. And no, that is not a bunny rabbit costume. That is just a typical modest swimsuit suitable for Olympic competition.
