Why would the Republicans be looking to delay? If the bill is as unpopular as we think why not let it go and everyone will remember it next year?

I thin it’s ‘politics’: it’s a compromise from shutting it down, and it’s something the Dems will find hard to oppose. Depending on the details it may be good policy or bad.
