According to the 12th comment on this article, apparently a CANADIAN company, CGI out of Montreal got the contract.

While the feds didn't build it, they DID give the go-ahead to go live with it. My guess is, CGI warned them it wasn't ready for prime time and the feds refused to listen because to them, it's about politics. I have no doubt that CGI is freaking out over the serious negative public exposure. Anyway, there are a few articles out there listig CGI as the exchange website developers.
