After Virginia’s secession, the Union government recognized the government set up in the loyal union counties in the norht and west as the official government of all of Virginia. Thus “Virginia” actually voted to divide itself from rebel held territory. It’s doubtful that that would fly outside of a similar situation of open rebellion.
