Simply not true, no Republicans negotiated to pass it, not ONE REPUBLICAN VOTED FOR IT! Pelosi had enough votes to block a filibuster. Reid with the election of Scott Brown Ried could not block a filibuster so he used reconciliation to pass the House making it a streight up or down vote.
