Until I get something definitive (beyond a telephone caller’s allegation over the phone) on this, I’m holding off on belief that the Exchange (or whatever it is called) is sending out billing notices for the $95 penalty.

I agree. I did a google and could find nothing at all about anyone receiving any tax bills (except that one hoax about the guy receiving a $4,037 fine).
Besides, there’s really no such thing as a tax bill anyway unless one fails to file and the feds figure you must owe some money and such “bills” are certainly not emailed.
The guy who called in is either a liar or he got suckered onto a fake site.
