Richard George Kopf (born 1946 in Toledo, Ohio) is a federal judge in the U.S. District Court for the District of Nebraska. He served as chief judge of that court from 1999-2004. President George H. W. Bush nominated Kopf to the seat in 1992. From 1987 to 1992, Kopf served as a magistrate judge in the same district. He assumed senior status on December 1, 2011.
Kopf has received considerable press coverage for abortion-related decisions, particularly for his 474-page opinion striking down a ban on late-term abortions in Carhart, et al., v. Ashcroft. His decision included the following apology: “I apologize for the length of this opinion. I am well aware that appellate judges have plenty to do and that long-winded opinions from district judges are seldom helpful....I pity the poor appellate judge who has to slog through this thing. I am truly sorry.”
In 2007 Kopf dismissed a case over the use of the words “rape” and “sexual assault” in a rape trial in Lancaster County, Nebraska[citation needed]. Tory Bowen had filed a lawsuit against Judge Jeffre Cheuvront for violating her right to free speech in a rape trial; Kopf dismissed the suit because Bowen had not shown enough evidence to demonstrate her lawsuit was not frivolous. Cheuvront had barred the words “rape” and “sexual assault” from the trial, but allowed words such as “sexual intercourse” and “intercourse” to be used instead.

Not much of a federal judge if he doesn't understand the concept of checks and balances and the House of Representatives' power of the purse.
Total hyperbole. What's not hyperbole is that the move he's suggesting would undercut the legislative by taking away its power of the purse strings as designed into the Constitution.
This judge, an H.W. Bush appointee, is a real piece of work.

Until the Fed Judiciary brings Bammy to heel wrt Rule Of Law, they can go pound sand.
Judges should not get involved in political or legislative issues. Deal with the law and stop being activist.
A liberal judge, what a surprise. The only surprise is when an honest conservative judge occasionally appears on the scene with an honest, law-respecting judgment.
And as this guy typically shows, the Bush appointees were just as bad as the Clinton appointees—if not worse.
Congress can abolish his and every federal court below the Supreme Court. It’s in the Constitution. Maybe this “judge” should read it some time.

You can major in picking your nose and get into some law school, some where. In Texas, there's practically a law school in every block of a major city.
To become a physician you must make good grades in Organic Chemistry, Calculous and Biochemistry.

Get a Dem President and they assign liberals to the bench, get a republican and they mostly get moderates or liberals.
