The battle flag means what the viewer wants it to mean. For the vast majority of people who wave it or honor it, it is respect for their ancestors who served in the war, or respect for people like Lee and Stonewall Jackson, or resistance to tyranny.

I remember a story some years ago from Italy--protestors from Southern Italy angry at the government's policies were waving the Confederate battle flag.

The Civil Rights establishment apparently remembers some people who were opposed to their marches in the 1960s waving the battle flag, so they want opposition to civil rights for blacks to be the overriding meaning of the flag--privileging their own experiences over everyone else's. Of course they probably think that the civil rights movement was a more important event in world history than the American Civil War.
