The penalty is that we are losing the health insurance plans we already had. And without the exchanges being available, there are going to be a lot of people making the transition from 'insured' to 'uninsured' in 2014.

If they were really offering a delay, then they would offer a delay on all of it, allowing people to keep their current insurance plan. But cancellation notices are already being sent out as insurers notify customers that the plans they currently have will permanently expire on Dec 31. And for this, there is no relief.
