Actually, Juan knew the schedule was set by the administration. He actually said that the administration wanted to delay implementation, but because those nasty ol’ Republicans were also demanding delays, the admin just had to roll it out anyway (presumably either to show that the Repubs can’t push them around, or that they can’t be seen to agree with the repubs in any way).
That doesn’t make any sense. Why would the GOP push for a delay if the Dims were wanting a delay? Juan, and the other talking heads for the dims are all liars.

but the republicans also wanted to delay launch.....
therefore the admin went ahead with the launch.
i wonder if the people who own the networks realize the magnitude of the idiocy of the people they stick in front of their cameras.
