The answer to your question depends entirely on what the nature of reality is.

If the God of the Bible exists, then God has a plan, you can be certain the plan is just and that Inhofe’s death is part of that plan.

If naturalism is true, then there is no meaning in life and it makes no difference who lives and who dies, and it makes no difference whether or not you wonder about it. In fact, if naturalism is true, you’re not asking the question because intention doesn’t really exist.
