Besides, Upton wouldn't likely do much positive with the ACA making the plans to be kept illegal and would not be able to restore the plans of those millions who have lost it - circle jerk either way and Cruz will start sounding good to even a lot of the low-info voters.

Yeah, I agree. I think even if the "replace" portion of the bill isn't ready yet, the goal should be for a repeal vote very soon. Obamacare and the Senate Dems are imploding- strike while the iron is hot... and then hit them again soon with some "R n' R"...
