I find id difficult to understand how thesa numbers are so low.

Keep in mind that those enrolled in Medicare total 47 million and those enrolled in Medicaid total 46 million.

That's nearly 100 million people who are unaffected at this point by the Obamacare rollout.

People in those programs ARE going to be affected down the road because their access to doctors is going to be limited. They just haven't experienced this firsthand yet.
