You are close. The purpose is to make technologicaly advanced guns unavailable to the general public. It started with the National Firearms Act of 1934, which made it very difficult for the general public to legally obtain automatic firearms and gun mufflers (suppressors). Both would be cheap and commonly available to everyone in the U.S. if not for the NFA of 1934.

Eventually, guns will be supplanted by another technology. The long term plan is to make sure that new technology is not protected by the second amendment.
