Questions is - how is one defined? Who makes the definition? What are their qualifications? Does it make any difference as to who says something?

As without a single doubt, in 2013, the vast majority of racists are blacks, I guess Oprah is calling for them to die quickly.
Given 6.5% of our population being black yet committing over 50% of all crimes, Oprah must be trying to reduce crime.
