Why so cynical? I figure he will provide the Brotherhood with adequate training and clearances first. Then he will send them in as "qualified" (navigators anyone?) disposal technicians whose service includes transporting the stockpiles to a "safe but undisclosed staging area" prior to destroying them. It will all be legit - trust him....
