No, not fully. The employer and individual mandates do not apply to Puerto Rico. Neither do the exchanges. Except for the standardized policy coverage requirements, the healthcare in Puerto Rico is mostly untouched.’

We already have hospitals and large medical practices preparing for medical tourism.
