I understand where you're attempting to go with your comments, and can agree with some of them, but I humbly submit that you must, MUST find a more elegant phrase than "molestation baseline." That dog don't hunt. Period.

It becomes more acceptable as just a historic account, which is very difficult for obvious reasons. I agree that the expression is pretty horrific, but then again, so is the entire subject.

Such baselines, for other crimes, are common, such in the FBIs annual crime report. We know that there are going to be murders, and rapes, and arson in the upcoming year. So, too, molestation by teachers, as a subset of all molestations.

So what does a “molestation baseline” mean? It means that right now there are some teachers molesting students, and nobody but the teacher and the students know. And it means that some of that molestation will be unmasked. It also means that some teachers who will eventually molest, have not done so, but are still teaching because there is not yet an effective screen to prevent them from doing so.
