If you google that disclaimer, thousands of results come up, often on documents that do not otherwise appear to be confidential (lists of public contact info for various offices, for example). It’s a boilerplate disclaimer.

But but butt-—how else would the gummint folks get their copies if it wasn’t on the web? About two decades ago the govmint geniuses decided they could save huge amounts of money by not printing hard copies of manuals of every sort: mil specs for materials, operating manuals, virtually everything that used to come in book form. When contractors bid on jobs they can no longer ask for copies of the pertinent manuals. They’re expected to download them. It’s a huge source of mistakes at every level.

If nothing else it had to be a plot by Xerox to boost printing. The worst part might be that the people frequently doing the “specifying” don’t have hard copies either. If the wings fall off your airplane it might be because the mechanic didn’t have a picture of a rivet?

I have to go now so I don’t get caught reading that secret govmint doc. choke, sniggle, snort——

Yeah, “Official Use Only” is not even a real classification category, but yet low information government bureaucrats like to throw it around all the time to hide what their agencies are up to. Just like “Law Enforcement Sensitive,” which is meant to sound intimidating but is wholly made up and not a legal exemption to FOIA.
