I’d be willing to bet if gas prices dropped to say $1.50 a gallon the states and the feds will add enough tax to bring it back up to $3.50 a gallon.

Those taxes have never been used as a “price adjusting mechanism”. They are simply not structured that way.

That makes perfect sense in a confiscatory government like ours. They are always on the lookout for additional revenue streams.

No, that won't happen. The government wants their money, and the politicians want to stay in office.

The price of gas doesn't affect the government's take, so where would you find their incentive to raise the tax?

They only raises gas taxes very slowly, so nobody screams. Jumping the tax up a huge amount arbitrarily makes no sense and would be political suicide for anybody who votes for it.
