I think the tax is per gallon, not a percentage of the selling price. Connecticut has some gas taxation based on price 'Gross Receipt Tax' on wholesale They 'capped' it in 2012 to $3/gal levels but the percentage can keep going up and up... http://www.nhregister.com/general-news/20120328/connecticut-house-senate-unanimously-pass-gas-tax-cap-5 MA just initiated a gas tax hooked to inflation, automatically, without any legislature vote.
