I heard a presentation by the NJ State Police about the stolen car industry that operates (and had been operating for a long time) along the Rt78-Rt287-Rt280-NJ Turnpike- Garden State Parkway corridors.
The targets of this industry are the large companies, the shopping malls, and other large parking areas where there are many cars to help the "Stolen Car by Demand" aspect of the industry.
Another characteristic of this industry is the use of minors to do the stealing. Typically a VAN will bring a half dozen minors (~15 years old) to a target area, steal the vehicle, get on one of the corridor highways and get to Newark. Newark the nucleus of stolen cars, where high speed police chases are outlawed, is usually where the stolen vehicle is delivered, chopped for parts or shipped overseas through Port Newark.
None of this is new. It is however something that local governments are very reluctant to point out. We must not shatter the image of the spacious, peaceful tranquil suburbs with only high performing schools!
Why is there indignation flooding the networks of "How could this happen in SHORT HILLS?" The one aspect of this tragedy that surprised me was the car used to get to the Short Hills Mall was not also stolen. Minors are used because they are more difficult to prosecute, WHEN CAUGHT, than adult perps. Also their reward for s successful theft is between $300 and $500 (tax fee) upon delivery of the vehicle to NEWARK. How much of an incentive is this for these minors to go to school?

I'm guessing the guy on the left is the brains behind this operation. He looks to have an IQ between 80-90. I doubt the other three could add 2+2 correctly.

Check out #90 in the link I posted above.
My guess is that the mutants who were involved in that stolen car trade were never prosecuted to the fullest extent of the law because they still had value as "useful idiots" when the police needed help in solving more serious crimes.
This time, the perps were involved in what definitely counts as a "more serious crime" so the little criminal/law enforcement charade had to come to an end.
If they had just stolen the Range Rover and never shot anyone, the incident probably wouldn't even have shown up in a security report for the Short Hills Mall.

I'd like to see the formation of an underground vigilante group that would starting taking these monsters off the street for good.....

My Dad had a car (POS Maverick handed down from my G'father)) stolen off the streets of Manhattan in the 80's.
I figure it's still on the road somewhere in Brazil.
