My vote: The Russians should carpet bomb every known terrorist training camp in the world, as much as possible simultaneously, and then ask the CIA/NSA (informally, not going through State or the White House) for a list of locations they missed. Going after the terrorist foot-soldiers is futile. As long as there is financing for training, and supporting the radical clerics who do the recruiting, there will be an ENDLESS supply of terrorists.
Go after the wealthy Arabs who finance the terrorists, and who pay the radical clerics to preach radical Islam, and the terrorist groups will wither away.

I don't quite agree. There is no point in financing terrorist camps if you don't get much bang for your buck/riyal.

I agree completely there. Funding terrorists should be as dangerous as training in their camps or strapping on a suicide vest.
