If this brilliant new ObamaPlan works in schools it should be applied immediately to more serious crimes like rape and murder.
For example, once a Black or Hispanic murder or rape yearly quota is reached these crimes should not be punished for the remainder of the calendar year. Quotas will reset automatically on January 1st of each year.
Although increases in murders and rapes are likely the improvement in race relations will more than compensate.
I know you probably meant this in jest, but after I thought about it I wouldn't be surprised if this is the real intent. Exempting blacks and hispanics from discipline in school is the "foot in the door" to an expanded policy of quotas for the judiciary. You can't start a serious riot without some serious rioters.
